A sad part of Paraguayan history is the Stroessner government’s use of terror that is documented in the Archives of Terror. Martin Almada who many in the Kansas-Paraguay Partnership know has been an important person in publicizing these files. Donna Schenk-Hamlin at Kansas State University worked diligently to obtain grant funds to help catalog the files and make them more assessable to the people of Paraguay. Unfortunately, she was unable to find support for this important project.
